My guess would be that the components were brushed on a scotchbrite wheel before assembly then clear anodised and it's easy to replicate IF you can dissasemble the wheel. The parts would need to be de-anodised, re brushed then re-anodised clear. A company called Almet in Darlington could do it. They did an early fireblade frame for me once and it looked good as new.
The rivets will be the hard part - there isn't really a cheap way (AFAIK) to identify the grade - but making them out of the same grade as aircaft rivets would probably be a good start
It's possible - but probably a lot more hassle than the market would bear. One easy thing to try might be to try and reanodise a complete wheel - but I imagine the various chemicals will get in the joints or something.

Sorry - company is called Almit not Almet - I deal with both but Almit are the anodiser.
I think I know a guy there (ie if he's still there) if you wanted to do an experiment Fungo - I wonder whether the middle could be unbolted, the wheel (rim and spokes) de-anodised and 'fettled' - ie the sufaces sanded, vapour blasted, brushing redone on rim, re-anodised then the middle rebolted - Almit zinc plate too, so the bolts could be replated before rebuilding ?
Might not be as new - but potentially close ?

Since I wrote this thread I managed to find quite a few excellent wheels - rears and fronts which I have in storage so personally I am sorted. But it is very interesting and thank you for your input on this, hopefully it will help other members.

The hub bolts are pinned, I extracted a hub from a buckled wheel a couple of years ago, ended up slicing the nuts with a small cutting wheel on a rotary tool.

Sorry for accidentally resurrecting this its ok I think I'm the guilty party for resurrecting this, partly looking for ideas on restoring (in-situ) the bolts, but far more interested in kaley cuoco's boobs
