It's a UK model bike- strange mount for a German national dropping Kevin Whately at a Dusseldorf building site?
The Dusseldorf building site was in fact a film set in Borehamwood- they never left the UK for most of the scenes.

I used to watch EE around that time and remember it vividly. It was around 1990-91.....the bike was wearing 'B635 OLP' as the reg which was bogus. I think (from memory) that reg actually belonged to a Renault 5.
As you say - looks like the bike was a rough example.
