as anybody used one of these on their bikes? the ad says for cb250n or cb400n. i dont know.

That nut looks like the smaller M14 thread that the pattern parts suppliers will insist fits the SD tanks. It doesn't.

I think that thing at the bottom is a built in filter but pointless if it won't fit

It's a gauze filter. Thankfully Mr Honda kindly supplied me with one already but cunningly secreted it away inside the tank. Having said that, the one on my 250 is looking a little second-hand. Are replacement's available?
