A hollow aluminium tube over over the 14mm allen drive makes it easier to push the inner bolt to the thread.
Why tighten the inner bolt, it only needs to be wound down near the bottom of the thread, it is the spigot on the cap screw that takes the load once it is in position..
The inner bolt just retains the spring and the dished "seat spring" in position, as the fork assemblies don not come with the cap bolts on the N/NA/NB, just a rubber bung. where the cap screw would go.

Also my forks stations don't have the drain screw to allow oil out while in situ. Probably only the later NB's onward have these?
