Certainly looks like it. Would of had the black plastic headed knurled knobs originally on each side so that the rear could be lifted up to aid removal of the seat.
This looks like the higher (later) version of the genuine rack but other manufacturers also made them under the Honda name, Rickman for one.
Also note provision for mounting the indicators, grab rails are intended not to be used when this is fitted.

He is asking £110 for it. It looks like it's in good condition and As the Cb400n I have needs grab rails and prefer to have a top box. Do you think it's good value ?

Would I be able to fit the existing indicators to it off my bike or would I have to replace them ?

Seems about the going rate if the chrome is good.
As I said, this has provision for the (genuine type) indicators.
