I've not used it but had the similar results with auto sol on pitted chrome that looks like those pipes.

Just looks like a chrome polish to me

Yes, probably does remove the rust, but the real problem is that once the chrome has lifted and the rust has formed on the steel underneath, rust will come back very quickly unless something like a polish can prevent oxidisation.
Very difficuly on hot exhaust pipes.
