take a good look at this schematic and look at the parts you have.

I have heard it said that if the seal is fitted backways then the breaks can fail, If I wasn, t sure about brakes I would bring it to a mechanic, small price for being sure its safe.

Do you have some red rubber grease? www.ebay.co.uk/itm/CASTROL-RED-RUBBER-GREASE-50-gram-BRAKE-CYLINDERS-SEALS-O-RINGS-/391044660258?pt=LH_DefaultDomain_3&hash=item5b0c13fc22Seal into item 3 (which will be spotlessly clean), smear red rubber grease on it, smear red rubber grease on the entire side of the piston including the recess, in the piston goes to the caliper body, on with the boot over the lip on the caliper, and the piston recess, wire ring holds it in place on the caliper. I think most of the rest assembles onto item 4 then match to the item 3 assembly, torque up the bolts (tiny spot of medium threadlock on the bolt threads). Do your pads, shim, put your pins in, secure with the wire clip. Put the caliper cover with plastic inspection window in place. (It's a while since I assembled one I have to admit)

I don't have a wire ring to hold the rubber boot on the caliper and it doesn't show one in the parts drawing. Were these originally fitted ?

Nope. Not on the 250 Tokico's. 400 Nissin's have them though.
Losing confidence in that kit BTW.....
