The main thing is that it looks like the frame isn't rotten or been butchered......just a case of sourcing the mudguard (metal and plastic item) to put it right again. I have a steel mudguard section here that I could sell you - not pretty but solid and not messed with. If interested, drop me a PM.
I viewed a CB250NDB way back around 2004 before I bought my deluxe and someone had stupidly welded the metal mudguard to the frame - and the whole thing looked odd even before I hooked the seat off to see what they'd done. It was kind of all sitting to high and just didn't look right at all.

It just doesn't look right and I am hoping to have seat and plastics coming this week so may need to start a thread on restoration. I also wondered how I pull it back out as it looks like it has been cut. Too much here may have bit off more than I can chew. Need to keep the faith

Monkey - As you will see by this picture, the problem is that (I think due to the metal part corroding) someone has butchered your one and made it all sit too forward. But this is how it should be:

This is the (old) one I have removed from my 400NA that I am currently renovating. The helmet/seat lock was removed. Not pretty but solid and easily made to look a million (okay a thousand) dollars again.. If you want it make me an offer otherwise it will go on ebay.
