Hi All thanks for all the advice. I took the solenoid apart and it wasn't corroded but I did find a wire broken to one of the terminals. I bought a new one and the starter is working fine now.
Next is it wont start. I have a strong spark. I have flushed the fuel system of old fuel - tank and carbs. I can smell petrol on the plugs when take them out. If i try to start with one plug in i get a small backfire from the exhaust.
The only thing i can think of, is the issue is with the carbs? maybe too much or too little fuel? I am scratching my head.

The 250 carbs with their small jets take quite a bit of cleaning, maybe have a look at Wazzbo's carb guide then strip them down & giving them a thorough clean, including a few runs through an ultrasonic cleaner if you can. Before you do that, it might be worth checking the fuel level in the carbs in case in case there's something amiss with the float heights - too little fuel in the chambers? Also worth ruling out a compression problem if you have a suitable gauge, that could cause starting problems despite fual & a spark. My 250 starts instantly the next day, leave it a few days & it takes a few minutes, leave it several weeks & it turns over for ever before eventually firing up. Been like that since I got it, but I don't worry too much as I use it regularly.....except I haven't for the last few weeks - waiting for a new tyre. Oops!
